about budget cuts. it could be a key to the house vote today on the debt ceiling battle. nancy cortes is on capitol hill. good morning. >> reporter: good morning. that vote is set to take place in the next couple hours. this is the week we thought the big fight over raising the debt ceiling was going to get under way. that's something senate democrats haven't managed to do since 2009. no budget, no pay. that is the message from the house republican leader. >> americans believe if you don't do your job, you shouldn't get paid. that's the basis for no budget, no pay. >> reporter: the bill they will be voting on today calls for a temporary suspension of the debt ceiling until mid-may, but it requires the house and senate to craft budgets by april while members' salaries will be held in escrow. paul ryan explains the strategy. >> in the house, democrats and republicans have been leading by offering budgets and offering alternatives. the senate hasn't even done that. all we're saying is let's get the senate in here to do that to see how we're going to figure out the problem not just

. we heard from the republicans on extending the debt ceiling for at least a three-month period. is this any signs of hope in terms of cooperation or more maneuvering? >> i think this unfortunately more a sign that republicans realize it was horribly damaging to them to continue to jeopardize the full faith and credit of the united states. now, it still does that because they are really perpetrating colossal uncertainty by proposing only to extend the debt ceiling increase by three months. i mean in a fragile recovery like the one we have we need to have certainty, we need to pay our bills, and we need to send president obama a clean debt ceiling increase. >> you also will need to have a budget in place in order to come to that debt ceiling debate as the republicans have laid it out at this point and you're also going to be dealing with the deficit and all of the other issues. so are you basically saying you don't think anything's changed here? >> no. i think the republicans have realized it's a political problem and a real problem if we jeopardize the full faith and credit of the u

negotiate over an increase in the nation's $16.4 trillion debt ceiling due to expire in mid to late february. the nation's debt increased $5.8 trillion on mr. obama's watch. he's raised it four times, three in negotiations with congress. doesn't that suggest that we are going to go into a default situation because no one is talking to each other about how to resolve this? >> the fact of the matter is that we have never seen the debt ceiling used in this fashion where the notion was, you no he what? we might default unless we get 100% of what we want. that hasn't happened. >> reporter: house republicans like utah's jason chaffetz say the president is going to have to negotiate or preside over default. >> the president has to realize that republicans believe strongly you can't keep spending money the country doesn't have. >> reporter: though the showdown is at least six weeks out the president spoke gloomily of an economy. >> the republican in congress have two choices, act responsibly and pay america's bills or they can act irresponsibly and put america through another economic crisi

ipad wasn't even invented yet. >> congressman, you're going to vote on the debt ceiling. when you make that vote most people believe it's a concession, and you have a new legislative strategy. do you believe you will be able to force a budget by april 15th? >> well, i think the american people expect a more accountable, effective and efficient government. the number one thing all elected officials to do to pass a budget, every household does it. how can you plan for the future how can you do anything the president says he wants to do about investing in the future if you don't have a budget? you can't invest for your kids' college, you can't set aside what you're going to pay for your house payment or anything. the government has to pass one and the senate has not passed one in almost four years. that has caused a lot of the debt and the uncertainty we have today. >> what's going to happen in the house that will force the senate to pass the budget. >> the first thing that will happen is we'll do a short term debt limit increase so it will go to the senate and if the senate sits there it
